I'm in the throes of guiding soc.culture.welsh through the creation
process, and have managed this sites news system for several years, so
I have some relevant experience.

The existence and health of this list provides a prima facie case for
the formation of r.m.m.h, so it should go through without any more
than the minimal hassle.  The procedure requires that a Request For
Discussion needs to be formulated and issued through tale@uunet.uu.net
However, it will still take two months to happen.  On the other hand,
alt.music.makers.hammond can be done in a few days -- no big deal --
but alt groups get *much* lower propagation than rec groups.  The
following points also need to be considered:
   pro: once set up, a newsgroup needs zero maintenance;
   con: you'll get a lot of casual visitors with minimal interest;
        email lists can get to more people than newsgroups, especially
            alt ones.

On balance, I would favour continuing with the list.  [Thanks, Mark!]
