That's the console load resistor switch. The B-3 has no power amp, so a load is unnecessary. The 147 amplifier was designed to be driven by a spinet or self-contained organ's power amplifier, and the load was necessary because tube power amps don't like being unloaded. For instance - I use the 8-ohm setting when my 145's plugged into my L-100, and set it to Open when it's plugged into my B-2 or B-3. The 145 I have on my L-100 right now had had the resistor system removed by whoever owned it before our other keyboard player bought it (he doesn't use it so I borrowed it and fixed it up for my rig.) I went to Radio Shack and got an 8-ohm non-inductive wirewound 20-watt resistor and installed it. I have yet to put a switch to disable the resistor in so I can plug my B-3 into it. Maybe this weekend... Hope this helps...
