Raised, huh....

well that's a little tougher.

Have you ever done gilding? (you know - gold leaf).  You do raised
letters the same way - transfer.  You can use gold (real or imitation) -
or you can get various colors in transfer medium (Kroy makes (or did
make) some stuff that works pretty good). you put a _very_ light coat of
glue on the raised areas - let dry a bit then "gild" on the color. 
After the glue sets (over night) use a brush (medium paint or parts
brush) to "flick" away the color from the areas where the glue "isn't".
