This happens on all Leslies.  The belts stretch over time and use, and
you need to move the motor position slightly down the "track" in the
case.  Eventually, they stretch too far for the adjustment to take up
the slack, and you've gotta replace 'em.  The good news is:  it doesn't
happen very often -- maybe once every 10 years.

No, I think you need to replace the belt.  There have been a couple of
postings about cleaning/drying the belts back to useable condition, but
that takes a disassembly, too.  For all the trouble you're going to go
through, I'd opt for a new belt.

Any of the parts services on this list, or listed in the FAQ appendix,
should be able to provide the proper belt.  A set of top/bottom belt set
will set you back about $30-35.  Good insurance, in my book.
